Imo it's just windows 7 with a reskin.
Again, the whole purpose of the new Windows 8 Start Screen is the live tiles, and the icons in your design are to small to show app updates. If you could come up with a better design than Microsoft did that incorporates live app updates then you should definitely transform it into an app.
Well, maybe someone will make it true in the future. But as you said, I think this will remain a concept.
Your current concept should be the all apps view, and that info panel should be placed at the right instead of Documents, Images,...
I think is better that way because its more personalized, it shows what each person really want to. But anyway it doesn't mean that seeing all apps its impossible: At the end of the list of all things that you pinned, would go a "Show All" button. When you click it, the hole list of all apps that you have got in your PC is displayed.
About the info panel: Yes, it can be that way as well. But you are saying that it should be always displayed in that place or only when you right click on an item?
And when you right click, you'll see this, and you should also add the jumplist that go with it.
